North-West customs administration: results of work of divisions on counteraction of corruption in 2019
In 2019 divisions on counteraction of corruption of customs authorities of the North-Western customs administration (SZTU) and was sent to the investigating authorities 109 materials with signs of crimes.
By results of consideration of directional divisions on counteraction of corruption of customs authorities SZTU in the investigation under articles 144-145 of the criminal procedure code of the Russian Federation materials 75 criminal cases, of which 57 cases involving crimes of a corruption orientation. In respect of officers of the customs authorities SZTU instituted 32 criminal cases, including 20 – of corruption.
Also, the results for 2019 in respect of the givers on materials of divisions on counteraction of corruption of customs authorities SZTU 36 criminal cases were started: 27 – on signs of structure of the crime provided by article 291.2 of the criminal code, 9 – the signs of a crime under article 291 of the criminal code.
So, employees of the anti-corruption North-Western customs administration together with the staff Webirc GU MVD of Russia for Saint-Petersburg and Leningrad region and SSAT IC Russia in the region of the Skipper of the customs post of the Baltic customs identified and crossed scheme of illicit movement through the customs border of the EAEC cultural values on a large scale with the participation of officials of customs bodies.
By results of carrying out quickly-search actions and investigative actions it is established that the leadership and other officials of the Skipper of the customs post of the Baltic customs acting intentionally, in a group of persons by prior conspiracy, receiving a bribe for the failure of the necessary forms of customs control and release in free circulation on the territory of the EAEU of cultural values when imported by individuals.
On the basis of materials of the anti-corruption SZTU in respect of officers Skipper of the customs post of the Baltic customs 3 criminal cases on signs of structure of the crime provided by article 290 of the criminal code (receiving a bribe, including a group of persons on preliminary arrangement), concerning the briber criminal case on signs of structure of a crime under article 291 of the criminal code.
In addition, according to the materials of the anti-corruption, North together with the North-Western operational customs initiated 5 criminal cases under article 226.1 of the criminal code on the facts of illicit movement of cultural property through the customs border of the EEU.
Employees of Department on counteraction of corruption of the Vyborg customs installed and documented the fact of receiving a bribe by the official of the customs post MAPP Torfyanovka of the Vyborg customs for failure to identify the fact of committing an administrative offense under part 1 of article 16.2 of the administrative code, the unhindered passage of two cars with goods (in 12 times exceeding duty-free allowance) under the guise of goods for personal use. Against officials opened a criminal case on signs of structure of the crime provided by article 290 of the criminal code.
Employees of Department on counteraction of corruption Pskov customs installed and documented the fact of bribery to the official of the customs post MAPP Shumilkino of the Pskov customs stateless; failure to prepare for the customs credit orders and non-payment of customs duties for the goods transported. Concerning the briber criminal case on signs of structure of a crime under article 291 of the criminal code.
At the initiative of divisions on counteraction of corruption of customs authorities SZTU or with their participation, conducted 60 service and other inspections. According to their results, measures were taken to eliminate the causes and conditions of Commission of violations, disciplinary measures and other measures.
In 2019 the results of the consideration within the judiciary criminal cases, including on previously submitted materials, units for combating corruption of the customs authorities SZTU obtained data on court seven convictions. For crimes convicted: four of the briber, one Director of a commercial firm who embezzled the funds under the state contract for other purposes, two former customs inspector. By the courts persons brought to criminal liability in the form of a fine, a term of imprisonment with a probation period and deprivation of the right to occupy a post in law enforcement bodies and office of public service.
Also in 2019, at the initiative of divisions on counteraction of corruption of customs authorities SZTU in connection with loss of trust dismissed ten officials, including one senior.
