The FCS of Russia is ready to fulfill the instruction of the President of Russia to speed up the passage of control at checkpoints
The FCS of Russia has developed and the Ministry of Transport of Russia has approved a prospective model of automobile checkpoints across the state border of the Russian Federation, which is the standard for their construction and reconstruction
To create conditions for state control, the Ministry of Transport of Russia is implementing measures to equip and reconstruct road border crossing points taking into account the elements of the prospective model.
In the current year, the Ministry of Transport of Russia plans to complete measures to equip two road checkpoints included in the Eastern direction ITC, the Markovo checkpoint and the Kani Kurgan checkpoint, and to start equipping 16 more road checkpoints in 2025. During their reconstruction it is envisaged to equip them with modern equipment, which will allow to quickly and efficiently carry out state control
Such equipment includes portal inspection and examination complexes (portal IDC), which are an element of the prospective model of the border crossing point. These complexes make it possible to control the movement of goods through the checkpoint without stopping vehicles, which in general has a positive impact on the timing of their movement across the state border
The Federal Customs Service is currently conducting a pilot operation of portal IDKs installed at the Tagirkent-Kazmalyar and Zabaikalsk checkpoints
In order to comprehensively address the issue of congestion of vehicles in front of checkpoints due to insufficient development of border infrastructure, as well as to ensure comfortable conditions for the transportation of goods, the Ministry of Transport of Russia is taking measures to introduce a system for reserving the date and time of passage (electronic queue) at the busiest checkpoints and priority sections of the state border
A systemic solution to the issue of eliminating queues in front of checkpoints will be the implementation of the model of an “intelligent” automobile checkpoint, which will make it possible to ensure virtually non-stop movement of risk-free goods in vehicles without loss of quality of state control and make border crossing fast and convenient.
