The artisanal hide, measuring more than one and a half meters long and more than two meters wide with paws and claws, was in the trunk of the Russian citizen’s car. The goods were not included in the passenger customs declaration, and the citizen had no authorization documents for their movement

The man explained that the bear skin had been at home for several years and he decided to give it to a friend who lives in Mongolia

The movement of endangered wild animal skins and parts across the customs border is regulated by the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). All bears, including brown, Himalayan and polar bears, have the status of endangered animals. The export of such goods is allowed only with a permit (certificate) from the Federal Service for Supervision of Natural Resources and is accompanied by a mandatory declaration

The Buryat Customs initiated two cases on administrative offenses against the Russian citizen under Part 1 of Article 16.2 for non-declaration of goods and Article 16.3 of the CAO RF  for non-compliance with prohibitions and restrictions.
