A meeting of the board of the Federal Customs Service of Russia was held

on December 1, a board meeting was held in Moscow under the chairmanship of Ruslan Davydov, Acting Head of the FCS of Russia. It was attended by representatives of the Administration of the President of the Russian Federation, the Federation Council of the Russian Federation, ministries, agencies, law enforcement and supervisory structures.
On the agenda – issues of development of information and communication technologies used by customs authorities and modernization of the Unified Automated Information System of Customs Authorities (UAISTO). Every day more than 30 million electronic documents and messages circulate in the system, more than 250 thousand requests within the framework of interdepartmental electronic interaction. As a result, customs operations are performed almost in real time, with auto-issuance of declarations in 2.5 minutes.  
Anton Lisitsyn, Deputy Director of Rosfinmonitoring, noted that the FCS of Russia is one of the key suppliers of information.
«Fruitful cooperation also affects the results of specific financial investigations. This year, thanks to joint activities, about 200 criminal cases were initiated, which reflects the substantive efficiency of work. Transition to the format of electronic interaction will increase the efficiency of exchange of materials for investigations»– – he said.
Vasily Shpak, Deputy Minister of Industry and Trade of the Russian Federation, thanked the FCS of Russia for productive information interaction and noted that the Ministry of Industry and Trade is ready to develop and produce various solutions in terms of software hardware complexes and computer technology at the request of the service.
Ruslan Davydov noted that in recent years, the improvement of the activities of the FCS of Russia has been based on digitalization and the development of advanced information technologies. This positively affects, among other things, transfers of funds to the federal budget.
«We are close to 6 trillion rubles collected and transferred to the federal budget. We are confidently fulfilling the annual target. It is important to complete the last month of the year in the same rhythmic manner in order to fulfill and even exceed the planned task,” he said;
The next important stage of digital development of the FCS of Russia – putting into commercial operation of the Main Data Processing Center in Tver (Main Data Processing Center «Tver») in December this year. In the first quarter of 2024, the process of migration of all information and software tools that automate customs processes will be launched. As a result, the total volume of stored information will amount to 25 petabytes, which will exceed the current capacity by 1.5 times.
In the perspective of the next five years, it is planned to deploy a separate copy of the Unified Digital Platform of the Russian Federation «Tver» which will become the foundation for further improvement of all state information technologies on the basis of domestic digital solutions.
This work is carried out within the framework of the transition from digital customs to intellectual customs laid down in the Strategy for the Development of Customs Authorities until 2030. Nevertheless, modern realities and geopolitical events cannot but influence the development of the FCS of Russia.
«After the completion of the first stage of the Strategy in 2024, we will make certain adjustments to the plan of its implementation until 2030. Nevertheless, the principal elements of the creation of intelligent customs will remain unchanged» – said Ruslan Davydov.
The introduction of smart customs components will make it possible to realize a new promising model of customs control based on the integration of the risk management system (RMS) at the stage before the release of goods and the customs control system after the release of goods with feedback, digital communication technologies and a new model of RMS.
All these are necessary conditions for the development of digital transport corridors against the background of shifting logistics flows to the North-South and East-West corridors. The load on checkpoints on these routes has multiplied, which requires modern control solutions;
The key projects for the next year – introduction of a promising model of RMS and development of «digital twin» technology. In addition, to date, a significant part of customs authorities are working within the framework of the experiment on automatic recognition of images of inspection and inspection complexes (IIC).
«Next year we plan to fully switch over to the use of this technology. We have our own developments in the detection of drug deposits, and over the past 2-3 years we managed to achieve serious results here. We will develop this direction, next year 10 more IDKs should be put into service, » – summarized Ruslan Davydov.
