17 Feb 2020 TASS held a press conference the first Deputy head of the FCS of Russia Ruslan Davydov, where he spoke about the key reforms of customs administration.

As a result, the customs authorities will be the focus of the electronic design in 16 Zadah and automation of customs operations.

Ruslan Davydov: “Today Zadah concentrated almost 70% of Declaration of array in the country. In only one Zade Moscow regional customs on peak days is made up to 4.5 thousand declarations. Our KPI by the end of this year – 95% clearance Zadeh”.

The digital functioning of customs authorities by the example of Zada Moscow regional customs in February 2020 was shown to the experts of the world Bank.

Ruslan Davydov: “We were able to show foreign colleagues real change in the customs, starting from the equipment of CEDAW and to the uniform practice of registration. All digitized and any transaction traders and customs officers can “lift” to check.”

Cooperation between business and customs is planned to be developed through the services of a Personal account. The number of users is constantly growing and to date more than 155 thousand members.

Ruslan Davydov: “In terms of customer focus, we work in unison with the FTS of Russia, developing our services. On the average, at least one Declaration of goods serves about 80 thousand traders. And they recognize that the Personal account – is a convenient universal tool for work with customs”.

Expanding sector traders low-risk: as of 1 January 2020 to him was attributed more than 10.5 thousand companies. They serve 67% of all returns and pay to 81% of all payments. Such organizations are in average 3 times less likely to control.

Ruslan Davydov: “in 2013 we’re electronic records, which contain information about the companies who filed the Declaration. In terms of payment of customs payments established communication with the FTS of Russia. This allows to evaluate the activities of companies and distribute them in categories of risk”.

In the future, the control panel will be the basis for a transition to a model of transactional control, where instead of actual interaction with the organization to exercise control over digital records and transactions. Currently, this approach partly applicable to the authorized economic operators (AEO).

Ruslan Davydov: “Modern electronic means of digitalization allow to design systems that make business operations transparent for the state. For example, the concept of the AEO assumes the presence of remote access custom to the system operator. That is, we see all the internal operations of the company with the goods. This increases the level of trust, and limited to allow only documentary control”.

Currently, work is underway on the mutual recognition of AEO status with foreign partners. This will allow to evaluate not only the company but the entire supply chain.

Ruslan Davydov: “the Safe chain is when for all stages of the movement of goods involves the company’s low-risk or trusted operators. Implementing such a concept, we can focus just on monitoring risk deliveries”.

Further development of customs under the provisions of the Strategy 2030 will be the implementation of elements of artificial intelligence.

Ruslan Davydov: “the Planned and far to increase the level of adaptability and autonomy of our information systems to provide decision-making without human intervention”.

During the press conference discussed changes in the administration of Internet trade.

In 2019 (when the duty-free threshold of € 500) customs duties were paid from 0.07% of parcels. After lowering the threshold to 200 euros for first month and a half 2020 (as of February 14, 2020) customs duties paid with 0.2% of parcels. The average payment of one parcel in the current year amounted to less than 2 thousand rubles.

Ruslan Davydov: “there is a tendency, when under the guise of goods for personal use sent by commercial parties. Therefore, the level of the EEU will be discussed by the change of the duty-free thresholds”.

At the level of the Union also plans to discuss the establishment of the Institute of the authorized operator of Internet trade with regularisation in a separate Chapter of the customs code of the EAEU.

Ruslan Davydov: “Such operators can become the Post of Russia and major Express carriers. They should be empowered to pay fees for individuals and interact with online platforms, including on issues of credibility of the declared value of the goods.”
