Samara customs officers initiated two cases of administrative offenses against an Orenburg company that tried to export petroleum products and precursors to Kazakhstan under the guise of solvent.

A mobile group of the Samara Customs Service for the Orenburg region stopped a cargo vehicle traveling to the Republic of Kazakhstan at the Ilek IACP. According to the documents in the cargo compartment were transported fire retardant “Trioflame” and solvent. The inspection revealed plastic buckets, canisters and bottles not specified in the consignment note

In the course of customs inspection, when opening the cardboard boxes, on which information labels with the name of the goods “Solvent-646” were applied, it was found that inside there were PET bottles, pasted with information labels with the name of the goods “White spirit”, “Kerosene”, as well as PET bottles with unknown goods without labels, which is a homogeneous transparent liquid with a specific odor.

According to the legislation, oil and petroleum products, which include the identified goods: 1.3 tons  of “White spirit” and 450 liters of “Kerosene”, are subject to customs declaration. The market value of the undeclared batch amounted to more than 160 thousand rubles

In three hundred unlabeled bottles, as a result of customs examination, 225 liters of acetone with a concentration of more than 82% was found, which is a precursor that is restricted in circulation

The Orenburg firm was prosecuted under part 3 of article 6.16 of the Administrative Code of Russia (violation of the rules of production, manufacture, processing, storage, accounting, release, sale, distribution, transportation, acquisition, use, import, export of precursors subject to control in the Russian Federation) and under part 1 of article 16.2 of the Administrative Code of Russia (failure to declare goods subject to customs declaration in the prescribed form). The goods were arrested

Acetone (2 propanone) with a concentration of 60 percent or more is included in the “List of narcotic drugs, psychotropic substances and their precursors subject to control in the Russian Federation”, approved by the Government of the Russian Federation from 30.06.1998 № 681 “On approval of the list of narcotic drugs, psychotropic substances and their precursors subject to control in the Russian Federation” (hereinafter – Decree № 681), listed in Table III of precursors, the circulation of which in the Russian Federation is limited.
