Tyumen customs informs: changed the order of actions aimed at implementing control over the movement of licensed goods

From may 1, 2020, control over the movement of licensed goods is carried out using the Central registration number of such products in the software tools of the Unified automated information system of customs authorities without prior production license control in accordance with the order of the FCS of Russia from December 18, 2019 No. 1907.

However, based on the Rules of issuing licenses and permits for export and (or) import of goods, the owners of single licences within 15 calendar days after the license expiration date must submit to the authorized body (Ministry of industry and trade) certificate of execution of the license.

If the information on the execution of a license is submitted to the customs authorities in electronic form directly to the authorized body (Ministry of industry and trade of Russia), reports on the execution of licenses and certificates on the enforcement of licenses by the licensees to the Ministry of industry and trade submitted.

Currently, the FCS of Russia carried out the organization of information interaction with the Ministry of trade and industry in presenting information on the enforcement of licenses in electronic form. The implementation of this interaction is planned for 2020.

Thus, to implement information interaction with the Ministry of trade and industry in presenting information on the performance licenses, and to ensure compliance by participants in foreign economic activities regulation, the customs authorities will issue certificates on the enforcement of licenses previously delivered to the control, within 5 working days of receipt of relevant application of a licensee (or a person authorized thereby).
