The Pskov customs office expects reform
Reform in Pskov customs will be completed by November 2020.
In accordance with the order of the Ministry of Finance of Russia dated 9 January 2018 №2 “On approval of the action plan (road map) to reform the system of customs authorities in the period from 2018 to 2020”, as well as a detailed action plan of the FCS of Russia on the implementation of the road map, approved by the head of FCS of Russia Vladimir Bulavina, a detailed plan of measures to reform the customs authorities of the North-Western customs administration for the period of 2018-2020, makes provision for the conversion of the Pskov customs at the customs office of actual control.
The “road map” approved by order of the Prime Minister of the Russian Federation Dmitry Medvedev in order to concentrate the process of electronic Declaration in 2018-2020 at the newly established customs authorities, being placed on the areas under public ownership.
The preservation of the structure of the Pskov customs in the qualitative composition, is able to fulfil the customs authority tasks, is the main objective in the conditions of realization of the Complex program of development of the FCS of Russia for the period up to 2020. A comprehensive program involves 18 areas of development of customs bodies. One of the main directions is the formation of e-customs and e-interaction with participants of foreign economic activity on issues of submission and receipt of information, necessary documents, information and services.
In accordance with the criteria for defining the activities of the regional “e-customs” and customs of actual control, the provisions of existing legislation, the competence of the customs posts of actual control is limited primarily to holding the actual customs control, processing requests, internal customs authorities (Centers of electronic Declaration), the verification of information in the electronic Declaration of goods submitted for import/export documents and declaring certain customs procedures.
The Pskov customs preparations for reform started in 2018. In 2020, the planned reduction of staff numbers of internal customs posts (Pskov, Pechora, Bilinski, Sebezh, Velikie Luki customs posts) and the office of the Department of customs. The number of staff of customs posts in multilateral automobile checkpoints (MAPP) and rail border crossing points (checkpoint) will remain unchanged.
At this point in the Pskov customs in the presence of 175 vacancies. At customs posts, located in the checkpoint and checkpoint, there is a sufficient reserve of vacant posts for officials of internal customs posts occupying positions under the reorganization. In addition, officials may want to consider offering employment to other customs authorities of the Russian Federation.
