The Baltic customs has collected in the budget of 870 million rubles according to the results of customs control after release of goods for 2019

The key violations revealed by the customs – submission of documents containing inaccurate information about products.

In 2019 the Baltic customs has continued the implementation of the principle according to the emphasis of customs control from the stage of customs Declaration and release of goods to the stage after release of goods.

869,68 million rubles collected and transferred to the Federal budget of the Baltic customs on customs control after release of goods for 2019. Compared to 2018 the amount of collected customs duties increased two times (in 2018 397,94 million). Moreover, the average efficiency of a single customs inspections has increased by 27% and amounted to 16.8 million rubles, while in 2018 it amounted to 13.2 million rubles.

There were 251 test event after the release of goods (in 2018 195 events), including 66 in the form of customs inspection, and 185 other forms of customs control (customs inspection of premises and territories, customs inspections, obtaining explanations). In 2019, 68 testing activities were successful (in 2018 – 40). Major violations – submission of documents containing inaccurate information about products.

On the revealed violations of the Baltic customs has opened on 492 cases on administrative offences (in 2018 196 cases) and 19 criminal cases (in 2018 – 3 criminal cases). The increase in the number of criminal cases due to objective circumstances, including those associated with a systemic campaign to carrying out customs control after release of goods, the results of which revealed similar between the different disorders in participants of foreign economic activity.

In August 2019 have been identified in the case of smuggling more than 900 tonnes of timber. Employees of the Baltic customs jointly with the management “To” SEB FSB of Russia prevented illegal export of timber from birch worth more than 1.4 million rubles. The scheme of export of plywood birch ridge under the permitted to export birch pulpwood were detected during the customs control after release of goods and investigative activities. The timber volume of approximately 975 cubic meters were detained in the area of customs control at the customs post Bronka before they can be loaded on a ship bound for Sweden. For smuggling of strategically important goods and resources in the large size of the Baltic customs has opened a criminal case under part 1 of article 226.1 of the Criminal code of the Russian Federation. Also initiated a case on administrative offence on the fact of non-compliance with the established prohibitions and restrictions.

Background: currently, the FCS of Russia has prepared and coordinated proposals for changes in approaches to performance of customs control after release in terms of eliminating the duplication of monitoring, analysis and conduct of verification activities after the release of goods between functional units and departments of customs control after the release of the goods. That, in turn, will help to concentrate the functions of customs control after release of goods and to create a unified centralised system of the account of forms used and measures at the stage of control after release of goods by separating the function into “before” and “after” release of goods.
