South Russian customs officials summed up the results of work in 2019 and discussed priorities for 2020

6 February 2020 in the city of Rostov-on-don hosted a meeting of the Board of the southern customs Directorate in the course of which were summed up the results of activities of UTAH in 2019 and the objectives for 2020.

The event was attended by Deputy head of FCS of Russia Andrey Strukov, Deputy Plenipotentiary representative of the President of the Russian Federation in the southern Federal district Anton Kalinin, Deputy Governor of Rostov region – chief of staff of the Government of the Rostov region Vadim Artemov, South transport Prosecutor Gennady Kruk, head of the Border Department of the FSB of Russia across the Rostov region Alexander Ektov, the management of territorial bodies of Federal Executive authorities of the southern customs Directorate and the customs authorities of the region.

Opening the session, head of UTAH Sergey Pashko noted that the past year for the office was rich in events: the inclusion of Department of the Crimean and Sevastopol customs houses, the completion of the Regional dog training center UTAH in Maikop, the creation of the customs authorities of the region, Youth councils, participation in preparing and organizing events of international and all-Russian character, such as the Russian stage of world championship FIA Formula 1, the Summit and the Economic forum Russia – Africa and many others.

In 2019 the continued realisation of the objectives of the Comprehensive program of development of the FCS of Russia until 2020, under which carried out a complex of measures for gradual inclusion in the list of posts of actual control in the experiment at the concentrations of the customs Declaration, the customs authorities of UTAH, the region of activity of which includes sea ports. Continued consolidation of the Rostov customs office (EDC) of the Rostov customs. Acquired the building to house South e-customs, which will work fully with September 15, 2020.

Sergei Pasko described the main results of the work of customs authorities in the region in 2019. Control tasks on formation of a profitable part the Federal budget is made by the Southern customs office on 102,3% to the Federal budget lists 159,53 billion rubles of Export-import operations were carried out 10 190 traders, which is 6.1% more than in 2018 For all customs procedures the customs authorities of UTAH issued more than 328 thousand goods declarations, which is 5.6% more than in 2018 (310,7 thousand DT). More than 62% of Declaration of the array of the region was automatically. Of this amount every third DT, filed by a traders low risk category, was released in automatic mode.

In 2019, the customs authorities UTAH, there was a positive dynamics of increase in the number of criminal cases (2019 – 191 UD, 2018 – 158 UD). Continued purposeful work on revealing and suppression of economic crimes under article 194 of the Russian criminal code, which was instituted 49 criminal cases (2018 – UD 47). 54% increase in the amount of additional accrued payment on materials of operational divisions of customs (2019 – 1.03 billion rubles, 2018 – 667,7 million rubles.). Customs initiated 14 UTAH 159 cases of administrative offences (2018 – 14 088 cases of AP).

In 2019, the work continued to reduce the administrative burden on business conducted on a 5% less customs inspections than 2018 (in 2019 – 230, in 2018 – 242). The performance of customs inspections made 95,65% (when set, the FCS control value “not less than 84%”). According to the results of customs control after release of goods additionally charged amounts of customs payments, fines, penalties in the amount of more than 1 billion rubles, which is 20% higher than the same period last year.

The head of UTAH also gave a positive assessment of the results of work on control over the circulation of goods in the domestic market. So, in 2019 were conducted 329 such test actions (2018 – 277), the results were revealed and withdrawn from the trade, more than 26 tons of “sanctions” products (higher than the result of 2018, more than 7 times), about 24 thousand units of counterfeit products (more than in the year 2018 more than 4 times), more than 30 thousand units of tobacco products without excise stamps, 397 pieces of fur products sold in breach of the rules of marking, and other products. The results of these activities are initiated 217 cases of AP and 8 criminal cases.

During the meeting with detailed reports on the activities made by the first Deputy of the head of Department Victor Koptenko, Deputy head of Department – the chief of service of Federal customs incomes Andrey Belyaev and Deputy head of Department – the chief of operative customs Alex Turco. Information keynote speakers were supplemented by the administration of Krasnodar, Novorossiysk and Rostov customs.

Summing up the meeting of the Board, Deputy head of the FCS of Russia Andrey Strukov has positively assessed the activities of the southern customs Directorate in 2019, focused on the priority nature of the work to establish a South electronic customs procedures and to ensure its effective interaction with the customs actual control, thanked officials of UTAH for their good work and expressed confidence that Russia’s southern customs will successfully meet their 2020 objectives.

According to tradition, after the event, awards were given to officials and employees of the customs bodies who have made the most significant contribution to the economic security of the country.
