Siberian customs Department: the period of temporary importation of vehicles for personal use shall be extended until 30 September 2020

From the beginning of 2020 in the region of the Siberian customs Department, using the passenger customs Declaration by foreign natural persons has been committed 1090 operations of temporary importation of vehicles for personal use. In comparison with the same period of 2019, the number of operations of temporary importation of cars by individuals fell by more than 2 times (in the same period of 2019 – 2370 operations).

The decrease in the number of temporarily imported vehicles for personal use due to the ban on the entry/exit of natural persons in connection with the spread of coronavirus infection.

This prohibition of movement of natural persons has led to the failure of export deadlines of vehicles for personal use and as a result, numerous citizens to the customs authorities.

In connection with the current situation related to the adoption of measures aimed at warning and preventing the spread of coronavirus infection and the impossibility for individuals to exercise their rights and perform duties in accordance with governing customs legal relations in the international treaties and acts constituting the right of the Eurasian economic Union published the Decision of Council of Eurasian economic Commission dated April 29, 2020 No. 47, “amending certain terms of the importation of goods for personal use” (Decision No. 47).

Decision No. 47 shall enter into force after 10 calendar days from the date of its official publication (on may 28, 2020) and applies to legal relations arising from 1 March 2020.

In accordance with Decision No. 47 for the period of temporary import/export of vehicles for personal use that will expire in the period from 1 March to 30 September 2020, has been extended until 30 September 2020.

The extension of the term of temporary import of vehicles for personal use is carried out without the permission of the customs authority without the customs Declaration.

Please note that the extension of temporary import does not exempt individuals from compliance with the requirements, conditions and restrictions set out in article 264 of the Customs code of the Eurasian economic Union, as well as from duties on re-exported vehicles for personal use after the deadline date.
