More than a kilogram of black caviar withdrew from the citizen of Ukraine Kursk customs

In automobile checkpoint Tekino Kursk customs officers confiscated traveled to Ukraine a resident of the Sumy region more than a kilogram of caviar.

When passing customs control of a citizen of Ukraine indicated in the passenger customs Declaration two cans of sturgeon caviar total gross weight of 1.3 kilograms. According to him, he purchased the product at one of Moscow markets for personal consumption. Of the need to provide documents authorizing the export of this commodity, he didn’t know. In the absence of allowing documents on export, the containers of caviar were seized and sent for examination.

According to organoleptic and identification to the study presented product is a granular caviar of sturgeon fish, unpasteurized, processed table salt, packaged in two metal cans with the impending cap weight 462,2 g and 463,3, the Expert determined the market value of the calf is about 45 thousand rubles.

“From Russia you can take out without declaring and granting of permits caviar of sturgeon weighing up to 250 grams,” – said the Deputy head of the customs office Glushkovskogo novel Labozin. – “The product must be in its original package and with documents confirming the legality of purchase. Weighing calves over 250 grams, this product may not be considered by the customs body as a commodity transported for personal use. Customs operations in this case are carried out in the manner provided for participants of foreign economic activity. If the export authorization issued by the Federal Agency for fisheries”.

Upon non-compliance with the established prohibitions and restrictions on the export from the customs territory of the EAEU goods – grained caviar of sturgeons with a gross weight of 1.27 kg, against a citizen of Ukraine made the Protocol on an administrative offense.

Sturgeon included in Annex I and II of the list of species of mammals, birds, reptiles, amphibians, fishes, invertebrates and plants, export, re-export, or import of which, as well as their parts or derivatives is regulated in accordance with the Convention on international trade in endangered species of wild fauna and flora threatened of extinction (CITES). According to articles III and IV of the Convention, the export of specimens (parts and derivatives) listed in Annex I and II is carried out when granting permissions.

Paragraph 3 of the Decree of the Government of the Russian Federation of 26.09.2005 № 584 established that the export of sturgeon and their products, including caviar, is subject to the export permits issued by the Federal Agency for fishery. Export from the territory of the Russian Federation of sturgeon fish and products thereof, including caviar, as well as their realization in duty free shops shall be permitted only in specially marked packaging.
