More than 2 million rubles of fines collected Omsk customs for violation of the procedure of submission of statistical forms
Omsk customs in 2019 1306 filed cases on administrative offenses for failure to submit or late submission to the customs authorities of statistical forms of the account of movement of goods (statistical forms), and submission of statistical forms containing false information.
By results of consideration of the cases collected 2.4 million rubles of fines, brought to administrative responsibility 200 participants of foreign economic activity (FEA) and 153 officials of the organizations.
To prevent violations of the Omsk customs reminds traders about the required timely submission to customs authorities of the Russian Federation the statistical forms of the account of movement of goods, exported from the Russian Federation to the countries of the Eurasian economic Union (EEU) or imported into the Russian Federation from the countries of the EEU.
Article 19.7.13 of the code of administrative offences of the Russian Federation (Cao RF) failure to submit or late submission of statistical forms to the customs authorities, or the submission of statistical forms of the account of movement of goods containing inaccurate information, shall entail the imposition of an administrative fine on officials in the amount from 10 thousand to 15 thousand roubles, and on legal entities – from 20 thousand to 50 thousand rubles. Repeated Commission of an administrative offense under this article shall entail the imposition of an administrative fine in the amount from 20 thousand to 30 thousand rubles for officials and from 50 thousand to 100 thousand rubles for a legal entity.
Note that in 2019 in the region of Omsk customs repeatedly violated the law under article 19.7.13 administrative code 22 traders and 6 officers for the entire period 2018 – 4 traders.

The statistical form of the account of movement of goods is completed and submitted to the customs authorities of the Russian Federation on goods transported between the Russian Federation and the Republic of Belarus, the Russian Federation and the Republic of Kazakhstan, the Russian Federation and the Republic of Armenia and the Russian Federation and the Kyrgyz Republic in the framework of the concluded commercial contract (or no contract) in accordance with the Decree of the Government of the Russian Federation 07.12.2015 No. 1329.
The statistical form is submitted to the customs authority in the region of the applicant consists on the account in tax body in accordance with the legislation of the Russian Federation on taxes and fees, no later than the 8th working day of the month following the month in which the goods are shipped from the warehouse (when exporting) or to obtain goods at warehouse (if you import).
The statistical form is filled in on the official website of the FCS of Russia (http://www.customs.ru) in the personal Cabinet of the participant of foreign trade activities (where you register) in one of two ways:
1) in electronic form with the mandatory printed on paper certified by the signature and seal of the organization;
2) in electronic form certified with the electronic signature of the applicant.
When filing statistics forms with the electronic signature, there are a number of advantages:
– fully electronic submission of statistical forms that does not require paper, which in turn saves the traders from material costs for paper and postage;
– the ability to self-annulment statistical form without submitting the application to the customs authorities (with the exception of the cancellation of the statistical form without filing a new return);
– improved service on submission of statistical forms using electronic signatures, namely, service with a convenient and useful options for filling in statistical forms and the validation information;
– getting rid of the risk, consisting in the violation of deadlines for submission of statistical forms to the customs authorities (subject to submission of statistical forms with the use of electronic signature the registration number statistical form occurs automatically within 1 minute).
