Irkutsk customs office revealed the four crimes associated with the smuggling of forest in China, Tajikistan, Afghanistan and Kyrgyzstan

Irkutsk customs in interaction with UFSB Russia across the Irkutsk region continues detection and suppression of crimes in the sphere of timber exports. The legitimacy of decisions taken and supervision over the investigation by the East-Siberian and the Baikal-Angara transport Prosecutor’s offices.

So, currently, in the framework of interagency cooperation continue carrying out investigative and quickly-search actions (ORM) previously instituted by Department of inquiry of Irkutsk customs (transferred for further investigation to the East-the Siberian investigatory management on transport of Investigatory Committee of the Russian Federation) the criminal case under part 3 of article 226.1 of the criminal code – for smuggling of strategically important goods in large scale, committed by an organized criminal group (OCG) of three.

In this case (according to the results of the investigative activities of the Irkutsk customs, as well as the conducting of the cameral customs checks) it was established that the gang members in the period from 2017 to 2018, organized the export of wood to China – sawn softwood and birch (a total volume of more than 9.2 thousand cubic meters, worth about 102 million rubles were purchased on fake documents. All the suspects arrested.

In the course of further MPAS were established documents proving the involvement of one of those arrested for other crimes. Acting on behalf of the Director of the company, isoexposure (registered in G. Winter, Irkutsk region), the suspect in 2015-2016 made the smuggling of timber of unknown origin (sawnwood coniferous and larch species (birch, aspen) in China, Tajikistan, Afghanistan and Kyrgyzstan a total volume of 13.3 million cubic meters with a market value of 71.3 million rubles.

The Deputy chief of Irkutsk customs, in charge of law enforcement, Eugene Mikhnevich says: “In all cases, the documents confirming legality of acquisition of timber, the officers were presented fictitious contracts of purchase and sale. Thus, the customs authorities were misled with the purpose of making illegal decisions when moving goods abroad”.

According to this fact the Department of inquiry of Irkutsk customs against the suspect was filed four more criminal cases under part 1 of article 226.1 of the criminal code – contraband of strategically important goods in the large size. For further inquiry brought criminal cases will also be sent to the East-the Siberian investigatory management on transport of Investigatory Committee of the Russian Federation.

In January of this year the Irkutsk customs, in cooperation with the Baikal-Angara transport Prosecutor’s office identified three crimes related to the smuggling of wood (softwood lumber) of unknown origin in China. One of the crimes had been committed by a company-lesoeksporterov registered in the Osinsky district of the Irkutsk region; two crimes – the firm isexported, was in the city of Taishet of the Irkutsk region.

The total volume of wood illegally moved one of the firms was about 3.3 per thousand cubic meters, worth 21.4 million rubles (370, 2 thousand USD). The second firm-isoaspartate illegally exported to China about 1.5 thousand cubic meters of timber, worth more than 7.2 million rubles (99,2, thousand US dollars).

To criminal liability according to criminal cases brought together heads of the two companies-exporters in relation to one of the Directors of the company, isoexposure the Department of inquiry of Irkutsk customs initiated a criminal case under part 1 of article 226.1 of the criminal code – contraband of strategically important goods in a large amount; against the Director of a second firm was brought two similar cases.

Thus, only for the first half of 2020 Irkutsk customs initiated 8 criminal cases related to illegal export of timber of unknown origin abroad.
