The Board of the Federal customs service of Russia has summed up the results of work in 2019 and set goals for the year 2020

March 6, 2020 in Moscow under the chairmanship of head FTS of Russia Vladimir Bulavin was held the final Board meeting of the Federal customs service.

A positive assessment of the work done by the office in 2019, given by the Minister of Finance of the Russian Federation Anton Siluanov. “The development of the customs technologies has led to a reduction in the administrative burden on business, reduced timese and financial costs of traders. Today we have the technological ability to administer the customs process.”

Among the most promising projects for the year 2020 with the participation of the FCS of Russia Anton Siluanov highlighted the development of the information system “border checkpoint“intended for crossing the border.

Anton Siluanov: “All the procedures at the checkpoint needs to be automated. Information submitted by the business in various regulatory bodies should be consolidated on one platform, to reduce the labor costs of participants of foreign economic activity“.

Special attention of the Minister of Finance has paid to cooperation with the FTS of Russia, including the project to establish a traceability system. He stressed that effective cooperation of the fiscal authorities allows in General to improve the administration mechanism.

The results of the work of the FCS of Russia in 2019 in its report presented Vladimir Bulavin. He spoke about the reform of the customs bodies: in the year 2020 to an already functioning e-customs and Cadam added Central, North-Western, southern and far Eastern electronic customs Zagami in their composition.

Vladimir Bulavin: “Our task – in the shortest possible time to translate all the regions into normal mode and complete the event in 2020.”

Also among the key targets for 2020 Vladimir Bulavin has allocated the draft plan of measures for implementation of the Strategy-2030. Practical actions raised, including the implementation of model predictive checkpoint, based on the principles of automation of all operations and procedures.

Another project was the formation of advanced models of risk management.

Vladimir Bulavin: “At the heart of this model lies the technology of the automated risk assessment of consignments in real-time. This will increase the effectiveness of control“.

Work will continue on the gradual creation by 2023 Main data processing center of the FCS of Russia, providing round-the-clock functioning of all information systems of the customs authorities.

In the course of the meeting covered issues of integration of information systems of FCS of Russia and FTS of Russia. It is planned to increase the volume of data transferred via the system of interdepartmental electronic interaction (SMEV), including information on the customs Declaration of goods subject to traceability.

Speaking about the development of the traceability system, the head of FTS of Russia Daniil Egorov noted that the basic technological processes between the two agencies and the business community are worked out. In his opinion, traceability begins with the participants of the turnover of the taxpayer, so you need to prepare the mechanisms and opportunities for rapid implementation of the project on their side. For the comprehensiveness of the project also needs to develop throughout the EAEU.

Daniil Egorov: “the Main value of our work together is to taxpayers, the members of the customs administration themselves performed their duties and not on the basis of control measures. And for this it is necessary to conduct business with large-scale preparatory work, including information”.

Commended the level of cooperation with the Federal customs service of Russia, Deputy Prosecutor General of the Russian Federation Nikolai Vinnichenko. Among the promising areas of cooperation, he highlighted the protection of rights of honest participants of foreign economic activity, curb illicit export of strategic goods, the issues determining the legality of providing the participants of foreign trade privileges and preferences, as well as the decrease of debt on customs payments.

Constructive dialogue in relations with customs said the President Trading-industrial chamber of the Russian Federation Sergey Katyrin: “we Highly appreciate the openness of the customs: at the level of the Central office and in the field. Today it is one of the most open public institutions to work with business”.

Summing up of the Board, Vladimir Bulavin noted that the ongoing and planned activities of the FCS of Russia will bring the process of customs administration to a qualitatively new level, to ensure effective control and to create favourable conditions for activities of bona fide foreign trade operators.

The result of the application of the risk management system (RMS) in 2019 were over 48 thousand Affairs about administrative offences and 543 criminal cases received over 29 thousand decisions to refuse the release of goods and 17.7 thousand decisions to ban the import/export of goods.

As of 1 January 2020 to the category of low risk level was 10.6 thousand related organizations (1 January 2019 – 9 thousand participants of foreign trade activities). They account for about 67% of the issued 2019 declarations and 81% of the total amount of customs duties. High-level risk related 9,6 thousand participants of foreign trade activities, to the category of medium level of risk – 96.3 thousand traders.

By the end of 2019 in automatic mode was more than 2.8 million returns are automatically produced over 643 thousand returns (in 2018, automatically registered more than 1.8 million returns are automatically produced about 324 thousand declarations).

In 2019 and more than 940 thousand electronic transit declarations (ETD), which accounted for 99.12% of the total number of feature transit declarations (in 2018 – more than 939 thousand electronic transit declarations or 98,8% of the total number of feature transit declarations).

In 2019 began the practical application of technology of automatic registration and automatic issuance ETD: automatically registered more than 43 thousand ETD (4.7% of the total number of submitted ETD); automatically released 5.3 thousand ETD (more than 0.6% of the total number of ETD).

In 2019, the status of AEO in accordance with the provisions of the customs code of the EAEU has 87 legal entities with the issuance of certificates: the first type – 22 AEO, the second type – 13 AEO, third class – 50 AEO, the first and second type – 2 AEO. As of January 1, 2020, the registry of AEO was 97 organizations.

In the framework of international e-Commerce slightly decreased the volume furnished by the customs authorities of MPO: with 340 million units in 2018, up to 332 million units in 2019.

The volume of Express shipments delivered to the address of individuals in international e-Commerce increased from 3 million in 2018 to more than 8 million in 2019.

In 2019, the customs authorities detected more than 11 million units of counterfeit products and prevented damage that could be caused in connection with the introduction of counterfeit goods into civil circulation, in the amount of 8 billion rubles.

According to the results of inspections of units of the customs control after release of goods (including those held jointly with other state bodies) the economic damage caused by the traders and distributors of goods in the domestic market, amounting to 26,2 billion (in 2018 17.3 billion rubles), withdrawn, 622 tons of goods, destroyed 529 tons of goods. Violations identified in activities 1 652 persons.

The average economic efficiency of one customs inspection is almost 2 times higher than the value in 2018 and amounted to 7.7 million rubles.

At the same time work to reduce the administrative burden on business: the number of customs inspections was reduced to 17% (2 717 for 2018 to 2 248 in 2019).

In 2019 mobile groups checked more than 80 thousand vehicles detected violations against 7 thousand vehicles.

Prevented illegal import to the territory of the Russian Federation 105 thousand tons of prohibited goods, which is 1.5 times higher than 2018 (71,9 thousand tons), including 3.9 thousand tonnes of production of sanctions.
