Improving the efficiency of SUR in the reform of the customs authorities discussed at the Board meeting of FCS of Russia

19 December 2019 in Moscow under the chairmanship of the head of the Federal customs service Vladimir Bulavin was held the meeting of the Board of FCS of Russia. One of the issues on the agenda – increasing the effectiveness and improvement of risk management system (RMS) in conditions of reorganization of the customs authorities.

Opening the meeting, Vladimir Bulavin noted that SUR is the main mechanism of customs control and has already shown its efficiency in new conditions. In 2019, the amount of additional payments charged increased by 46% compared to the 2018 year (from 20.17 billion rubles to 29.55 billion).

“At the same time in the conditions of transformation of the system of customs bodies of the SUR cannot remain in the old design. The system should be more flexible and adaptive to change. Monitoring of transactions in terms of functioning 16 CEDAW – is more than 600 places of customs clearance should be more systematic, substantive, operational and effective”, – said Vladimir Bulavin.

About the current results of the SDS and directions of its development in the near future in his speech said the head of customs risks the FCS of Russia Philip Zolotnitsky.

At present FCS develops new approaches for the implementation of the SURAS on the basis of modern information technologies and data mining. Work is underway on the creation of promising models of SURAS, based on the level of risk each consignment online.

An important element of this system is to automate the control of the customs value. Since the second half of 2019 for the implementation of this task, you should use dynamic value indicators of risk.

Promising model of the RMS is intended to identify risk situations in the initial stages of the supply chain. Automating this process is planned, including due to the exchange of information with foreign customs services.

It is planned to conceptually change the system of monitoring the transactions with the customs authorities, concentrating all the processes in the centers of operational risk monitoring and management, making it completely automated and responsible for the result of customs control.

Arrangements are made for the introduction of new technological solutions and automation of inspection systems (IDK). In 2019, the number of effective inspections IDK compared to last year increased by 97%, and the overall level of effectiveness of IIR increased from 0.6% in 2016 to 2.6% in 2019.

A system of automatic recognition of images of IDK on the basis of comparison with data from the library of reference images. To improve the quality of analysis, reduce the time of customs operations with the use of IDK and reduce the influence of subjective factor is planned by separating the processes of scanning and analyzing the obtained images.

Implement technological solutions, automation and digitalization of processes of customs control will become an integral part of the concept of “intelligent checkpoints”.

In the second part of the meeting were discussed the issues of development of software of the Uniform automated information system of customs authorities (UAIS THAT) to ensure the operation of CEDAW and their interaction with the customs posts of actual control.

The event was attended by the Deputy head of FNS of Russia Daniil Yegorov, representatives of the customs services of Kyrgyzstan, Kazakhstan and Belarus, the leadership and officials of the FCS of Russia.
