C may 1, 2020 will be simplified procedure of customs operations in respect of licensed goods

From may 1, 2020 licensed by the Ministry of industry and trade issued in electronic form, the participant of foreign trade activities do not need to put on the control of the customs authority. The license information will be displayed in the information system of customs authorities.

In addition, information about execution of the licenses will be also in electronic form, be submitted to the customs authorities directly to the competent authority through the system of interdepartmental electronic interaction. This means that licensees will no longer be required to submit to the authorized body the reports on the execution of licenses and certificates on their performance.

The new technology of customs operations in respect of licensed goods approved by order FTS of Russia from 18.12.2019 No. 1907 and applies only to licenses of the Ministry of industry and trade issued in the form of electronic document.

To check whether you passed the Ministry of industry and trade license information in the information resources of the customs authority, you can use the service “Permits” in the Personal Cabinet of the participant of foreign trade activities on the website of the FCS of Russia. This will require a code document type and number.

Earlier in order to issue the product with the presentation of the license, a trader will have had to submit to the customs authority the original of the license, put it on the monitor and to report, in which the customs authorities, the goods will be issued.

Order of the FCS of Russia from 18.12.2019 No. 1907 “On adoption of technology of customs operations involving the application of the information system of the customs authorities to monitor the movement of goods under export and (or) import of which use licensing” enters into force on 1 may 2020.
