Who is acting as a declarant? (par.3.5 of Regulations)

Pursuant to subparagraph 15 of paragraph 1 of Article 11 of the Customs Code of the Russian Federation (Customs Code of the RF), a declarant (customs applicant) is “…a person declaring goods or a person on behalf of whom such goods are being declared”.

A Russian person who has concluded a foreign trade transaction or on behalf of whom a such transaction has been concluded may act as a declarant, as well as any other persons, legally qualified in accordance with the Civil Code of the Russian Federation (Article 126 of the Civil Code of the RF).
