On Organization of State Veterinary and Phitosanitary Defense (Control) at the Temporary Storage Warehouses
Pursuant to the Regulations for the Federal Customs Service on veterinary and phytosanitary defense, approved by the Regulation of the Government of the Russian Federation as of 30.06.2004 № 327, and with the purpose to modernize the system of defense of the territory of the Russian Federation against import and spreading of especially dangerous infections common for people and animals, to provide for the activity of Regional Administrations of Rosselkhoznadzor (Russian Agricultural Monitoring System) and to provide for enhancement of the efficiency of state veterinary monitoring there had been issued a decree by the Federal Customs Service dated 24.05.2005 № 174.
The order establishes that veterinary control of imported animal products is carried out at specially equipped and attested by Rosselkhoznadzor temporary storage warehouses (SVKH) and customs warehouses (TS).
Veterinary control of goods during direct offloading from Aircraft to transport means is performed in ordinary regime (without placing cargo at temporary storage warehouses (SVKH)).
Attestation of the locations of veterinary control shall be carried out till September 01, 2005 by Regional Administrations of Rosselkhoznadzor.
As advised by A.B.Volkov, the Head of Moscow Rosselkhoznadzor Administration of Moscow and the Moscow region, attestation of temporary storage warehouses (SVKH) and customs warehouses (TS) in the Moscow region started on June 1st, 2005 through a procedure established by the Order of Rosselkhoznadzor dated 24.05.2005 № 174.
