V. Composition of the Council. The rights and obligations of the Council members

  1. The Council is comprised of:
    • 15 representatives of the FCS of Russia, including the Chairman of the Council, his/her deputy and executive secretary of the Council, as well as representatives of other Federal executive authorities (by concordance);
    • 20 representatives of business circles, including Deputy Chairman of the Council.
  2. The composition of the Council of the FCS of Russia is approved by the Head of the FCS of Russia as advised by the executive secretary of the Council.
  3. The Council members from other Federal authorities are defined as follows: on written presentation of the executive secretary, the Chairman of the Council makes a decision to forward to invitations to Federal authorities to take part in work of the Council as a member of the Council. In case of a positive decision, this Federal authority in question presents its proposals with respect to a candidate to be included into the Council, to be approved by the Chairman of the Council.
  4. The members of the Council on behalf of business circles are to be defined in the following procedure: an organization willing to join the Council is to send to the executive secretary of the Council a written application with a request to include into the Council their candidate. The executive secretary presents this application for approval of deputies of Chairman of the Council. If deputies of the Chairman approve, then such an application is to be presented for final approval of the Chairman.
  5. The composition of the Council, as well as the changes in the composition of the Council, is to be confirmed by the orders of the FCS of Russia.
  6. Members of the Council do not get paid for their participation in the activities of the Council.
  7. The members of the Council are obliged:
    • to participate in the meetings of the Council, actively participate in discussion of the issues under consideration and work out of decisions;
    • to prepare and present for consideration of the secretariat of the Council the materials for Council meetings in accordance with the Rules;
    • to assist in every possible way with the execution of the decisions of the Council;
    • to perform, on request of the Council, its decisions, keeping the Council advised of the progress if required;
    • not to disclose (in specified cases) the decisions of the Council or other information, which may become known to them in connection with their participation in the work of the Council;
    • to keep confidential the information in accordance with the Regulations in case of leaving the Council.
  8. The members of the Council are entitled:
    • to present proposals on inclusion of any issues into the plan of the Council;
    • to make reports at the meetings of the Council;
    • to present for consideration of the Council the documents and materials on the matters under discussion;
    • to make proposals on forming permanent or temporary commissions, sections, working groups and other bodies of the Council;
    • to join permanent or temporary commissions, sections, working groups and other bodies of the Council;
    • to submit for consideration their reasoned opinion on the matters under discussion in written form, should it differ from the draft decision proposed by the Council;
    • to submit for consideration unscheduled issues, if such issues are of urgent character and require immediate consideration by the Council;
    • to leave the Council by serving a written application addressed to the Chairman of the Council;
    • to second, in extraordinary cases, other persons representing a member of the Council for participation at the meetings of the Council, with the right of consultative vote.
  9. The organizations representing business circles in the Council are entitled to assist the secretariat of the Council in organization of the Council activity.
  10. The members of the Council possess the right of decisive vote.
